Can B2 visa be changed to Permanent Resident after marriage to a US Citizen?

A friend of mine is on visitor visa (B2) and fell in love with this woman. Now they have decided to get married in US. Can B2 visa be changed to Permanent Resident after marriage to a US Citizen?
my question actually is whether my friend will have to go back to his country and then come back of fiance visa to get married in US or is it possible for him to remain in US and marry on B2 visitor visa and then file for permanent residency?

Can he legally marry with US citizen when on visitor vias? My froend has 10 yr multiple entry visa. What will happen when he will apply for adjustment of status after marriage?
